This is a summative report about the costs of exclusion. It discusses the way we plan and finance public measures. The author Ingvar Nilsson is a wellknown Swedish authority on socioeconomic modelling and calculations.

The report is produced by Theme Group Youth which is assigned to compile knowledge from ESF-projects run during 2007-2013. Many projects comprise cooperations between several actors in the public as well as in the private sector.
